Marion County has recorded nearly 80,000 early ballots, a figure that is almost double the 42,500 cast at the same stage of the 2022 midterm election. Marion County Clerk Kate Sweeney Bell stated that the turnout numbers are vastly different from the previous cycle. This jump in participation is occurring as the county prepares for the arrival of federal election monitors.

Voters are using early voting locations throughout the county to secure their ballots before Tuesday. Kathryn Dinardo cited civic duty as her primary motivation for voting early. She said she educates herself on candidates to exercise her right. Allah Logician, a first-time voter, described voting as a way to be heard. She said she prefers to act on issues rather than just complain about them.

Up to twelve federal election monitors from the Department of Justice are expected in Marion County on Election Day. The monitors will dress in business casual attire and carry identification. They will remain at least 50 feet from the entrances of polling places. They are permitted to approach voters only after they have cast their ballots. Sweeney Bell emphasized that speaking with the monitors is completely optional for voters.

The clerk detailed the scope of the federal observation. She said the monitors will check adherence to the Americans with Disabilities Act. They will also verify whether a voter cast a provisional ballot and the circumstances of that decision. Sweeney Bell noted that questions regarding citizenship, which have appeared in headlines elsewhere, were not part of the initial guidance.

For voters planning to participate on Tuesday, polls will open at 6 a.m. and close at 6 p.m. Sweeney Bell outlined procedures for voters who require assistance. She said individuals with mobility issues can go to the front of the line at any vote center. Any voter can raise a hand to request help, and staff will be available within a few feet.

The county is tracking these metrics to understand voter behavior in real time. The early voting period provides a baseline for comparing this year’s election to past midterms. The presence of federal observers adds a layer of scrutiny to the final day of voting. Voters can choose to engage with the monitors or continue to the next phase of the process without interruption.
