Million-Dollar Spend in District 21 Could End GOP Senate Control
Campaign finance data shows nearly $5 million spent in a single state senate race, a figure that dwarfs 2018 totals and signals high stakes for the legislature.

Campaign spending in Wisconsin's District 21 State Senate race has reached approximately $4.9 million, according to finance reports through October 19. The total reflects $2.6 million spent by Republican challenger Jim Croft and $2.3 million spent by Democrat Trevor Jung. This level of expenditure positions the seat as a primary battleground for control of the state legislature.
The race is pivotal because Democrats view it as their clearest path to a majority in the State Senate. John Johnson, a research fellow at Marquette University Law School, noted that winning this district is essential for the party to secure legislative control. He stated, "Realistically, if they want to win the Senate, they need to win this race."
The financial outlay marks a sharp departure from previous cycles. In 2018, the race for this seat between incumbent Van Wanggaard and Lori Hawkins saw combined spending of only $240,000. Johnson remarked on the disparity, saying, "But it is amazing to me how much money gets spent in these state legislative races." The surge in funds indicates a competitive environment where both parties are investing heavily to shift the balance of power.
Incumbent Sen. Van Wanggaard announced his retirement in March, vacating a seat he has held since 2014. His departure left the field open for new candidates. Croft is running for office for the first time, while Jung currently serves as Racine’s Public Transportation Director. The absence of an incumbent has altered the strategic dynamics of the campaign.
Johnson identified the statewide ticket as the primary driver for voter behavior in this open seat. He explained that the choice between David Crowley and Tom Tiffany is the most important issue for voters. He added that public opinion on Donald Trump is the number one factor influencing that decision.
District 21 has trended toward Democrats in recent years. Kamala Harris received 49.6% of the vote in the district during the 2024 election. If Democrats gain control of either the State Senate or the State House, they will end a Republican hold on the legislature that has persisted since 2010. The outcome of this single race will determine the composition of the chamber and the governor's ability to pass legislation.
